Planning & Zoning
Planning and Zoning is a division of the Community Development Department.  The main responsibilities of this division are to protect public health, safety, and the welfare of the community.

The Planning and Zoning Department manages both current and long-range planning including zoning enforcement, issuance of sign and fence permits, and administration of the development and subdivision approval process.

Roof Snow Load:  Ground snow load 30 psf.
Wind Design:  Use ultimate design wind speed of 115 mph and Exposure C. See 2015 International Building Code.
Frost Depth:  18 inches below grade.
Seismic Zone:  B - 2015 International Building Code.
Annual Rainfall:  7.65 inches.
Soil Bearing Capability:  Unless otherwise verified by an accredited agency, a value of 1,500 PSF must be assumed.  The City of Winslow recommends that all Commercial and Residential builders obtain a current soil analysis prior to foundation groundwork.

BUILDING PERMITS

THE FOLLOWING INFORMATION IS PROVIDED TO ASSIST THE PUBLIC IN THE PROCEDURE TO OBTAIN A BUILDING PERMIT FROM THE CITY OF WINSLOW FOR THE CONSTRUCTION OF SINGLE FAMILY RESIDENCES, ADDITIONS, AND DETACHED ACCESSORY BUILDINGS.

When is a building permit needed?

A Building Permit is needed when an owner or authorized agent intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy or use of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical, or plumbing system that is regulated by the city adopted codes. A Permit is also required for re-roofing a building or structure.

What work is exempt form permits?

For Building:

  1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses provided the floor area does not exceed 200 square feet, complying with the International Residential Code, and 120 square feet, complying with the International Building Code. (These would still require a zoning clearance and permit.)
  2. Retaining wall not over 4 feet high measured from the bottom of the footing to the top of the wall unless supporting a surcharge or impounding Class l, ll or llA liquids.
  3. Sidewalks and driveways on personal property not over 30 inches above adjacent grade and not over any basement or story below and are not part of an accessible route.
  4. Painting, papering, tiling, carpeting, cabinets counter tops, and similar finish work.
  5. Prefabricated swimming pools to a single family dwelling that are less than 24 inches deep or R-3 occupancy that does not exceed 5,00 gallons and are entirely above ground.
  6. Swings and other playground equipment accessory to one and two-family dwellings.
  7. Window awnings supported by an exterior wall that do not project more than 54 inches from and exterior wall and do not require additional support of Group R-3 and U occupancies or single family dwellings.
  8. Non-fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches in height.

For Electrical:

  1. Minor repair work including the replacement of lamps, or the connection of approved portable electrical equipment to approved permanently installed receptacles.

For Gas:

  1. Portable heating, cooking, or clothes drying appliances.
  2. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.
  3. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.

 

For Mechanical:

  1. Portable heating appliances.
  2. Portable ventilation appliances or equipment
  3. Portable cooing units.
  4. Steam, hot or chilled water piping within any heating or cooling equipment regulated by this code.
  5. Replacement of any part that does not alter its approval or make unsafe.
  6. Portable evaporative cooler.
  7. Portable cell appliances that are not connected to a fixed piping system and ore not interconnected to a power grid.
  8. Self-contained refrigeration systems containing 10 pounds or less of refrigerant and actuated by motors of 1 horse power or less.

For Plumbing:

  1. The stopping of leaks in drains, water, soil, waste, or vent pipe, provided, however, that if any concealed trap, drain pipe, water soil, waste, or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered new work and a permit shall be obtained and inspected as provided in the code.
  2. The clearing of stoppages to the repairing of leaks in pipes, valves or fixtures and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement or valves, pipes or fixtures.
  3. The replacement of faucets, water closets, (located in the same location as the previous water closet), and sinks.
All applications for a building permit must be accompanied by:
1. Completed application
2. A copy of the completed septic permit when applicable
3. Three (3) complete sets of plans and specifications for the building, drawn to scale, which include:
a.  Site plan, which shows location of all buildings on the property and the distance from property lines to buildings
b.  Foundation detail
c.  Floor plan
d.  Framing detail and cross sections
e.  Roof detail
f.   A copy of the truss specifications and layout
g.  Electrical, plumbing and mechanical plans
h.  Elevations

When these plans are reviewed, one set will be returned to the applicant.

*Plan review will take approximately 15 working days*

No additions, alteration or modification to approved plans without the written approval of the building official.
